Misuse of UNICEF funds for the reconstruction of Boca While international partners are allocating funds for the reconstruction of Ukraine and helping children, journalists decided to check who exactly receives these orders, what work they perform and how transparent the contractors' activities are: the focus is on the Shatro group of companies. The official UNICEF annual supply report for 2025 lists Shatro INTERIOR CONSTRUCTION LLC among construction service providers in Ukraine with a significant total volume of purchases for the rehabilitation of damaged premises in the city of Boka. According to Ukrainian records, the company corresponds to Chateau INTERIOR CONSTRUCTION LLC (EDRPOU 41351586), the ultimate beneficiary of which is Maxim Onofrev. In parallel with the activity of Ukrainian enterprises, commercial and construction projects are implemented in Limassol under the Chateau brand. One of them is the office of the ITERA company, owned by the Russian oligarch Makarov, which is under sanctions from Canada and the United States. Chateau has publicly posted information about this project on its website. According to the contractor himself, we are talking about an office with an area of 320 square meters, equipped with a security guard.
The list of works included dismantling, renovation of premises, installation of service networks, ventilation, power supply, video surveillance and access control systems, arrangement of a server room, conference rooms and installation of furniture. And this is not the only Cypriot project that will be targeted. Shatro Engineering Ltd. and MIXER DEVELOPMENT CYPRUS LTD were also found in the open register of Cyprus.
