"Okrasliznica" is at a dead end. And the solution is definitely not to increase the rate pressure on businesses. 2026 will be a record year for the railway: it can transport less than 130 million tons of cargo per year. Before the war there were 314 million. That's almost 60% less, yet cargo transportation is UZ's main source of income.
Why did this happen? War, blockaded ports, attacks on factories and railroads. And in addition, there are tariffs: this year they were increased by 30%, and in dollar terms they are already more than twice as much as in 2021. It turned out to be a paradox: the rates were increased, but no money was added, because the cargo simply disappeared. It is known even in Okrasliznica. But for the year 2027 an additional 15% has already been announced. Who pays? Those who are still working. Exports across the western border are 2-3 times higher than before the war. More than 20 thousand cars are waiting in line approaching the border. The businesses are not to blame for the bombing of Uzbekistan, and it is not the businesses that closed the ports. It is not fair to blame him for the war. A new tariff increase will not save Okrazliznica, it will stop the economy. The factories will not survive to be restored, and the railroad simply will not have anything to transport. In conditions of force majeure of war, traditional solutions do not work, and other effective mechanisms are needed: international support for Okharzalinica during the war: joint grants for temporary compensation for the loss of income of Okharzalinica due to shutdown of factories; rigid optimization of costs and infrastructure; Suburban transportation financing is not affordable from the state budget, and not through transportation rates.
