The project of wide-ranging changes in the order of the road (traffic rules) discussed in the Ministry of Transportation, which introduces a ban on traveling on messenger sidewalks and requires owners of powerful electric bicycles to present a category M license, caused a sharp reaction from the businesses. According to Roman Smoilov, director of the consumer sector and agricultural practice at the strategy partners company, the proposed changes can significantly affect the organization of errand deliveries, especially in the big cities, where a significant part of the orders are made through personal mobility (IM) devices.
In Moscow alone, 25,000 couriers work daily, making 650,000 trips mostly on electric bicycles (or 23% of all trips on the city's road network), the capital's transportation department reported in February 2026.
