Russia exports explosives to Europe. But what is happening in the back of the Russian Federation itself? Today, the Foreign Intelligence Service of Ukraine published material on how Russian special services are recruiting sabotage operations in European countries. We decided to consider this problem more broadly - from Russian arson of defense plants in the European Union to the possibilities of proactive deterrence of the aggressor. For a new analytics study by Infomanapalm, we also used Ash's OSINT database and discovered an interesting trend. In the incomplete year 2026, 242 bruises were publicly registered on the territory of Russia - more than in 2024 and 2025 combined (239). For comparison: 35 such events were recorded in 2022, 53 in 2023, 110 in 2024 and 129 in 2025. We are talking about burning relay cabinets, military headquarters, communication towers and other subversive actions and parties. The statistics do not include temporarily occupied territories of Ukraine, as well as UAV and missile attacks. Not in all cases there is an established attribution of organizers. In the new paper, we also analyzed the research of the European think tanks ICCT, GLOBSEC, Russian, ECFR and SCEEUS, which are investigating the Russian sabotage campaign and possible countermeasures. The central question is: Is it enough for Europe to defend itself against Russian sabotage, or is it time to move to proactive deterrence, within the framework of which continued aggression will become more and more expensive for Moscow itself? Russia is trying to make support for Ukraine more expensive for Europe. But supporting Ukrainian defense capabilities may, on the contrary, increase the price of war for Russia.
