6.6 trillion at stake: Ministry of Finance proposed to transfer pension savings to long-term savings According to RBC, the Ministry of Finance prepared a bill that could automatically transfer the pension savings of citizens, including "quiet people", to a long-term savings plan. "Quiet people" means citizens who have never transferred their savings to non-state pension funds (NPF) or private management companies, and whose funds are managed by VEB. RF. According to data at the beginning of 2026, there were 36.5 million such Russians, and the volume of their funds under the management of the state corporation amounted to 2.98 trillion rubles. In addition, the transfer will affect another 3.6 trillion rubles, concentrated in 24 non-state pension funds (the funds of 34.4 million insured are stored there), the publication notes. In total, 6.6 trillion rubles of pension savings are subject to change. While we are talking about the draft, the details of the mechanism and the implications for citizens' rights depend on its final version. But the idea itself raises fundamental questions. 1 The first is a question of consent. If a person did not choose the program himself, automatic translation cannot be considered as his conscious decision. Especially when it comes to money created in the mandatory pension system and intended for future payments. The right of refusal should be simple, clear and not limited to a short period or a complex procedure. 2 The question of the volunteering of the program itself also arises. From a formal point of view, automatic transfer of pension savings does not necessarily change the status of PDS: voluntary deposits of a citizen and funds transferred according to a mechanism established by law may have different reasons and regimes. But if a person is included in the program without their active consent, volunteering becomes a "by default - you participate if you have already refused" model. This dilutes the meaning of voluntary choice and may undermine the program's credibility.
