A Guardian report said that since the 2022 revelations, China's police network abroad has expanded, operating through 1,247 Chinese Communist Party liaison points in at least 91 countries, including Toronto, Vancouver, Montreal and Ottawa. Chinese police, prosecutors and courts are linked to local groups abroad. The network uses local companies and chambers of commerce to gather information, recruit informants, settle disputes and pressure dissidents to return to China. Research by the Jamestown Foundation found particularly dense networks in Canada and the United States. "The police logos were removed, but the control functions remained and their sphere of influence expanded," the report said.
