The financial tragedy revealed deficiencies in the planning and execution of military exercises, risk assessment and monitoring the safety of military personnel. Prime Minister Oljas Baktanow announced this in response to the request of the parliament. The request was sent by the deputy Kuroltai, Abat Orisbaev. At the end of September, he proposed to strengthen the control of the participants in military and rescue exercises using drones, geographic positioning devices and physiological state monitoring sensors. The lieutenant also called for constant monitoring of weather conditions and to immediately stop dangerous phases of the exercise if a threat to personnel arises. In his response, Baktanov said that some of these technologies are already in use. Kazakhstan's armed forces use unmanned aerial systems for aerial surveillance. Some law enforcement units also have personal devices to determine the location and monitor the physiological condition of military personnel. In addition, law enforcement agencies regularly receive information on weather forecasts and storm warnings from the RSE Kazhydromet. At the same time, the Prime Minister admitted that the tragic events in the Mengistau area revealed systemic problems in the organization of the exercises. Based on the results of a comprehensive audit at the Ministry of Defense, deficiencies were identified in the organization of monitoring the progress of the exercises, assessing possible risks and readiness for a quick response when the situation changes, the response reads. According to Baktanov, insufficient attention was paid to dangerous factors. Also, there was no proper control over compliance with safety requirements and timely decision-making to suspend the most dangerous phases of the exercises. The Prime Minister added that by order of the President, the authorized bodies developed a draft military reform plan. It provides an improvement of the military command and control system and standardization of approaches to exercise planning while unconditionally meeting the safety requirements of military personnel.
