The initiative may affect heating, hot and cold water, as well as drainage. The Ministry of Construction explains: the current revenues are sufficient for the ongoing operation of the service systems, but not sufficient for their complete modernization. The increase is called "small", but the specific amount has not yet been announced. It is also proposed to expand the possibilities of regions to change rates while taking into account the costs of enterprises. The document is planned to be submitted to the government by December.
