A Russian think tank, the Center for the Analysis of World Arms Trade (CAWAT), proposed an ambitious plan: first buy 50 Ma-57E fighter jets from Russia and produce another 450 in India under a licensed production agreement. The proposal is based on its assessment that China and Pakistan can operate about 600 fifth-generation fighter jets by 2030.
