It is no longer possible to solve the problem of transforming the area of the "Red Triangle" with existing methods, admits Smolny. Officials proposed to develop a fundamentally new mechanism, "SuperKRT". With its help, it is expected that it will be possible to both unite the efforts of many owners and seize real estate from those who are not willing to comply with the general rules. The "Red Triangle" is included in the plan for the integrated development of areas in 2020. However, the standard CRT mechanism will not work here due to the unprecedentedly complex property situation of real estate. The thing is that the regulations for carrying out KRT projects in non-residential areas require the consent of all owners, which is simply impossible on such a site. Not to mention the fact that in St. Petersburg the KRT program has basically stalled: not a single project has been carried out under it - neither in the residential sector nor in the non-residential sector. Today, the main problem of this area is that it is in different types of ownership: state, private, and joint, where the interests of the city and businesses are intertwined, KGIOP Deputy Chairwoman Ekaterina Kuzyrva said at the Strategist Forum.
