Annex 1 to the Decree of the Government of Moscow dated September 10, 2002 No. 743-PP "On the approval of the rules for the creation, maintenance and protection of green spaces in the city of Moscow":.

"After the snow melts and the soil on the ground lawns dries, it is necessary to sweep the grass cover with a sharp rake in two directions, remove fallen leaves that have accumulated on the grass and destroy the soil crust to improve soil air exchange. On lawns, rake leaves the width of a strip: along highways in the city and on non-category objects - up to 25 meters; along streets and access roads of regional significance, along highways in the area that serve municipal and district road services - up to 10 meters; Along yard paths and entrance paths in park areas - up to 5 meters, as well as in yard areas with artificial grass, including children's and sports fields. In the lawns of other areas, including forest parks, parks, squares, boulevards, the leaf is not removed. Leaf removal should be done with a fan rake; Avoid using sharp rakes and brooms on lawns to prevent damage to the grass cover. In open areas away from residential buildings, it is recommended to remove leaves that have fallen from lawns using vacuum cleaners and leaf blowers." Please note: spring leaf removal can and should only be done in PARTER lawns. In other lawns, leaves are removed only in strips several meters wide along the roads (the maximum strip size depends on the type of road). Leaves cannot be removed from other lawns.
