Banks are asked to postpone the launch of social deposits for the years 2028-2031. The National Council for the Financial Market sent a proposal to the State Duma to change the deadlines for the mandatory introduction of social accounts and deposits for credit institutions that are not systemically important. For players with a universal license, it is proposed to postpone the date from January 1, 2027 to January 2028, and for banks with a basic license - to January 2031, or to be completely exempt from this requirement. The bankers explain the initiative with high integration costs in the absence of customer demand. Technical implementation costs are estimated at 10-20 million rubles per organization. The survey showed that 38% of the banks with a basic license do not have time to complete improvements until the beginning of 2027, and 100% do not see this as economically viable. The low demand is also confirmed by the experience of large players: from July 2025 to April 2026, only 15 thousand applications to open such products were submitted to all systemically important banks. The device is intended for citizens with an income below the subsistence level, who have almost no free funds to raise savings. The State Duma promised to study the proposal to postpone the deadline, taking into account the positions of the Bank of Russia and the Ministry of Finance.
