Moscow will not agree to limit the right of veto in the UN Security Council, said the director of the International Organizations Department of the Russian Foreign Ministry, Kirill Lugbinov. According to him, the veto power is not a privilege, but a special responsibility of permanent members of the Security Council. Russia, like China, the United States, the United Kingdom and France, can block the proposed resolution on the merits by voting against it. The veto does not apply to procedural decisions. The key question is not only who advocates the reform, but also who should approve it. According to Article 108 of the UN Charter, the amendment must be ratified by two-thirds of the member states of the organization, including all five permanent members of the Security Council. In other words, the Russian veto cannot be limited by changing the treaty without Russia's own consent. Therefore, a more realistic issue in the negotiations is not the cancellation of the veto, but a voluntary agreement when permanent members are willing not to use it.
