Federal budget expenditures on social policy in 2027 will be reduced by 15.2% - from 7.84 to 6.65 trillion rubles. According to the Ministry of Finance, the reduction will amount to almost 1.2 trillion rubles without taking inflation into account. However, we are talking about a separate section in the federal budget, and not all of the state's social expenditures: a significant portion of pensions and benefits is financed through the social fund. The changes will mainly affect support for families. For monthly benefits in connection with the birth and upbringing of a child, 1.23 trillion rubles are provided against 1.41 trillion in 2026. Expenditures for annual payments to families with two or more children will be reduced from 119 to 71.8 billion rubles, and for subsidizing family mortgages - from 68.1 billion to 68.1 billion. Regional budgets are also mostly requested. For example, in Bashkortostan, spending on social policy in 2027 will decrease by 1.1%, to 85.7 billion rubles. At the same time, the criteria for granting aid are changing. Income verification for family bank accounts has already been tested in the Moscow region, Khanty-Mansi Autonomous Okrug Yamal-Nents, and from 2027 it is planned to expand the mechanism throughout the country. According to the budget projections, the number of children receiving a single allowance will decrease from approximately 9.5 to 7.9 million.
