Russia has officially withdrawn from the European Convention against Torture, the Council of Europe has announced, from now on, international experts do not have the authority to conduct monitoring visits to Russian prisons and detention centers under this agreement. The Council of Europe noted that after the beginning of the full invasion of Ukraine by the Russian Federation in February 2022, the European Committee for the Prevention of Torture received numerous reports of alleged torture and ill-treatment of prisoners both in Russia and in the temporarily occupied Ukrainian territories. The cessation of participation in the conference deprives European experts of the legal basis for inspections of Russian prison facilities. At the same time, this does not invalidate Russia's international legal obligations regarding the prohibition of torture arising from other treaties.
