A consortium led by an American businessman prepares a deal for LUKOIL assets An international consortium led by American billionaire Todd Bueli is seriously aiming to buy the foreign businesses of the Russian oil company Lukoil, writes Reuters, citing sources. The representatives of the consortium, which in addition to Buali includes the Emirati investors International Holdings Company and Al Hail Holding, the Syrian-Qatari businessmen Mutez and Ramez Al-Khayat and the International Finance Corporation for American Development, are preparing a deal to exchange Lukoil's frozen securities for the company's foreign assets. This includes fields, refineries and oil and gas station chains in Europe, the Middle East and Africa. The bank, acting for the interests of the consortium, noted the interlocutors of the agency, has now purchased Lukoil securities from Western investment funds at about 30 cents per dollar. The significant discount was due to sanctions. As a result, the Boali consortium, the sources explained, agreed to hold the shares in an escrow account until the completion of the transaction to exchange foreign assets of the Russian company, whose market value is estimated at $22 billion. The US Treasury introduced blocking sanctions against Lukoil in the second half of October last year. At the end of 2025, the leadership of the American department rejected the proposal of another group of investors, one of the participants of which was the American bank Xtellus Partners. According to the terms of the Foreign Assets Control Office, the Russian company was not supposed to benefit from the sale of its foreign assets.
