The European Union fails to approve an agreement to lift sanctions on two Russian businessmen

On Tuesday, the European Union continued negotiations on a proposal to lift sanctions on two Russian businessmen, as part of an initial agreement to remove their names from the bloc's blacklist, as part of a deal allowing the extension of sanctions imposed on about 3,000 individuals and entities related to the war in Ukraine.
