For the second year in a row, Putin effectively scrapped the constitution and will not deliver his State of the Union address to the Federal Assembly. Peskov officially announced that the bunker resident does not intend to appear before the parliament before the end of the year. The last time Putin addressed the legislators was in February 2024, at an arranged time just before his "re-election". Technically speaking, Article 84 of the Constitution requires the President to report annually on the state of the country. However, Peskov clarified that the address will take place whenever Putin himself sees fit. Apparently, even the Bunker Rat himself is tired of bringing up the mounting debts, war spending and recent "victories" of us. As for the constitution - it can wait, this is hardly the first time.
