The government issued a decree introducing a mechanism for verifying the actual presence of production of marked goods in Russia. In the FMCG sector, this concerns direct and contract manufacturers of hand sanitizers, disinfectants as well as cleaning and care products. The analysis of the companies will be carried out by Mark Sheshar, and the reason for the inspection will be the introduction of goods of declared Russian origin into circulation in the absence of independent confirmation of this origin and on-site evaluations during the last 12 months. The decision enters into force 60 days from the date of its publication, that is, at the end of November, and the Ministry of Taxation will have to change the standard forms of communication for providing marking codes in accordance with it by the end of the year. The essence of the mechanism: "Siman Ishar" provides manufacturers with a special mobile application; Participants in the market register in it and within three working days send the operator documents and photos or videos with the date and coordinates of the site; If there are criteria that "Straight Sign" will determine separately, a personal inspection is scheduled - the business must agree to this within five working days; In the absence of such criteria, the labeling system operator issues a decision on actual production availability even within five working days; A decision on the absence of production is given in the absence of notification of the start of business activity, inconsistencies in the name and address of the manufacturer in the permit documents, as well as in the absence of equipment, employees and goods at the stated address; This decision, as well as the failure to provide documents, the lack of consent to the visit and the discrepancy between the method of expenditure declared for the cycle and the type of participant in the cycle, may serve as grounds for refusing to issue marking codes.
