Starting December 1, 2026, Russian Railways will introduce a progressive scale of fees for returning tickets for long-distance trains, Izvestia writes. The withholding amount will be between 1% and 10% of the rate, depending on the time of delivery. When returning for 45 days or more, the passenger will pay 1%, from 30 to 44 days - 3%, from 10 to 29 days - 5%, in less than nine days - 10%. The current fixed fee of 3.7 rubles will continue to apply until the end of November. The company expects the new system to reduce the number of bulk returns before departure.
