The Ministry of Digital Development has developed a bill requiring developers to provide communication infrastructure for at least three operators in new and renovated buildings, Forbes Russia writes. If this requirement is not met, the facility will not be activated. The document also prohibits saving networks without actually using them: if the capacity has been free for two years, access to it must be opened to other providers. The new rules are expected to take effect on March 1, 2028.
