Russia will extend its diesel export ban until the end of the year, while maintaining a quota system to meet new export commitments to the United States, Reuters reports. According to the agency's data, in November the scope of the permitted supply will be quadrupled and will reach 2 million tons, or about 0.5 million barrels per day. Sources indicate that the utilization of the Russian refineries by the end of October increased by 25% compared to the beginning of the month, and the expansion of the quotas will prevent an excess of fuel in the local market when the refineries resume operation.
