The State Duma adopted in first reading government amendments that allow commanders of military units to approve written consent of military personnel to property transactions, Kommersant writes. The measure will affect fighters located in hard-to-reach areas where there are no notaries. The bill was developed at the request of the Constitutional Court after the military mortgage proceedings. At the same time, commanders will not get the right to make transactions themselves.
