The Ministry of Construction plans to allow the transfer of housing facilities and shared services in small towns for rent without price offers, Kommersant writes. Tenants will be able to become companies with 100% state or municipal participation, as well as organizations that actually manage chains. In return, they will be required to invest in the modernization of public infrastructure.
