The fifth plenum of the Central Committee of the Communist Party of China, dedicated to strengthening party discipline and fighting corruption, has begun in Beijing, Nikkei Asia reports. In the first half of the year, penalties were imposed on 74 officials at the ministerial and district level, more than double the number last year. According to analysts, the anti-corruption campaign has helped reduce excess government spending, but reduced the initiative of local authorities when investing in new projects.
