The Ministry of the Interior postponed the start of the first phase of the experiment in organizational recruitment of foreign workers from January 1 to March 1, 2027, Kommersant writes. The second phase will begin after January 1, 2029. The new mechanism will replace paper work permits with a registration system where immigrants will be assigned to specific employers. The rules will be introduced throughout Russia, with the exception of Moscow and the Moscow region; Exceptions will also be made for citizens of Belarus and qualified experts.
