If before the current phase and the imposed third war, the new scientific rebellion was a necessary and necessary recommendation for the elites, the experience of the last two wars proved to everyone that this new scientific uprising must be deep and accelerated. For this purpose, in addition to officials of scientific, research and technological institutions and centers, it is necessary that each of the elites and scholars of dear Iran pay attention to their main task in building the glorious future of Islamic Iran and its progress and prosperity, and pay attention to the following points:
First, there must be a serious and precise practical plan for the growth of basic sciences and the humanities in the country. The growth and development of basic sciences such as physics, chemistry, life sciences and mathematics, as a basis for other applied sciences and technologies, are the drivers of the country's scientific and technological progress. Every nation that has reached a certain place has reached basic sciences, and the country will always be left behind without development in these sciences. Second, focusing on undiscovered facts, breaking boundaries in basic sciences, and a constant race to solve the famous unsolved problems in these sciences, especially in mathematics, should be constantly considered as a goal and goal. Third, the central point in the rise of science is creativity and innovation. Giving room for creativity and positive imagination, which is the key element of growth and openness in all or most sciences, scientific courage to innovate, create and renew, and to increase personal and national self-confidence to experience new and unexplored ways, is necessary and very useful. Considering acceptable and attractive incentives for anyone who can provide effective creativity is effective in preparing this topic. Fourth, self-reliance in solving scientific problems, providing infrastructure and removing technological bottlenecks for activism and extraterritorial action, creates a combination of the power of internal construction to open horizons at the global level. Fifth, giving the field to the talents of the elites in experimental and practical fields, including the connection of the industry to the university from the beginning of the school years and the establishment of knowledge-based businesses, plays an important role in the use of knowledge and the growth of the elites.
