Zarif: Negotiation is a tool, Hormuz is a lever, national unity is daunting In an interview with the Arya news agency, Mohammad Javad Zarif said: "Negotiation is a tool, trust is not political." According to him, any new agreement should be based on phased implementation, verification, measurable benefits to Iran and a clear cost for violating commitments. He emphasized that negotiations under pressure are not necessarily surrender and said: "Negotiations must have a goal, a red line, an evaluation criterion and a point of departure." In another part of this interview, Aryeh asked Zarif about the Strait of Hormuz, and he replied that this strategic position should become more security, a better regional position and sustainable economic benefits for Iran. Zarif added: "Using the leverage of power is different from consuming it." In response to another question about the relationship between Midan and diplomacy, Zarif also said that these two are not opposites; Military force without a political purpose may be costly, and diplomacy without the backing of force is also vulnerable. Later in the conversation, when Aryeh brought up the discussion of the JCPOA, Zarif said that the withdrawal from the US is not the whole story, and that the shortcomings of the design, the degree of realization of the benefits and the lessons from this experience should also be discussed. One of the important parts of the interview was related to the "No to War" meetings. Zarif said that in a situation of a military threat it should be seen whether such measures increase or decrease the cost of the decision to go to war for the other side. He warned that if these gatherings are seen from the outside as a sign of internal division, the result may be the opposite and emphasized: "In foreign policy, the perception of the other side is just as important as our intentions." In this conversation with Aryeh, Zarif said: "Today, the most important message to prevent war is for the world to know that Iran is united against foreign threats; "National unity is the greatest deterrent against war."
