Iran's former diplomat at the UN, Kurosh Ahmadi, says that the dispute now does not concern the content of the final agreement, but the order of the first steps and the timing of the exchange of concessions. According to him, the Qatari initiative and Vance's letter to General Mohsen Razai created momentum in the negotiations.
Ahmadi considers the goal of "bringing the other side to surrender" a very dangerous goal, and points out that internal politics largely binds the hands of the senior officials in both countries.
