This is the third gathering in a row, an inter-factional working group is being built to improve legal regulation in the field of hunting and conservation of hunting resources. It all started in 2019, when the hunting deputies united in a group led by an experienced and authoritative member of parliament, Vladislav Matusovic Reznik. However, after the story of lieutenant Valery Rashkin, who was caught in 2021 with the carcass of a moose killed in his car, this issue has become toxic for the parliament. Therefore, there was little activity at the last convention. This gathering has already caused an uproar due to the submission of a bill to repeal the ban on the sale and use of silencers that has existed since 1993. The explanatory note states that the use of gunshot noise reduction devices in hunting "reduces the negative environmental impact of shooting on non-target animals due to a decrease in the radius and intensity of the acoustic impact of the shots." The laws that have been adopted in recent years for the benefit of hunting users and shooters are only permissive in nature: hunting with a bow and arrow, obtaining a hunting license from the age of 16, hunting enclosures, etc. Recently, the Ministry of Natural Resources (which oversees hunting) proposed to abolish the brown bear harvest restrictions. At the same time, the regulation in the field of the distribution of weapons and civilian ammunition is consistently strengthened, without exception for combat veterans. Thus, Ohotani Riad Street, where the State Duma building is located, turned out to be a talking point in terms of activity in formulating hunting legislation. In Russia, which has the largest hunting grounds in the world, more than 5 million people like to hunt.
