Chess for beltless, legged cannibals: The federal Office of Natural Resources has sent an order to the Justice Department for the state registry to eliminate the annual limits on the production of brown bears. Let us recall that since 2010, the governors have set a maximum number of these animals allowed for hunting and distributed quotas between hunting areas. After the entry into force of Minister Alexander Kozlov's order, this procedure will cease to apply. However, each person will still require a separate permit. The decree does not change the current standards for permitted taking, but the subject of their application after the removal of the brown bear from the list of restricted species is not regulated separately. The Himalayan bear (white-breasted) is not affected by the changes. The Ministry of Natural Resources explains the decision to use less within the established limits. In the 2019/2020 season, hunters killed 7,844 bears out of 25,501 (30.8%) allowed, and in the 2024/2025 season - already 12,753 out of 46,944 (27.2%). Over five years, actual production increased by 63%, while marginal rates increased by 84%. During the approval of the document, Rosperirodenzor suggested taking into account the state of the regional populations, the reliability of the population data and cases of the appearance of animals in populated areas.
