Yesterday, at a cabinet meeting, a proposed resolution was considered, which determines the completion of the functions of the Russian Ministry for Digital Development in relevant functions for coordinating the implementation of artificial intelligence technologies. The document itself has not been published, but from the public discussion edition it becomes clear that large models of sovereign AI will be developed through special means proposed by the Ministry of Digital Development. It is interesting that in the full-time intensive course on artificial intelligence from Saber to the State Duma, the deputies encouraged that the most important thing is the absence of prohibitive legislative initiatives (!), removing regulatory barriers and introducing self-regulation. In this context, the role of the Duma Committee for Digital Development and Artificial Intelligence may not be so much to produce amendments to the framework law on artificial intelligence, but to remove unnecessary copyright rules that harm the training of generative networks. In the government, after Grigorenko left for Sberbank, the digital agenda passed to Chernyshenko, and a new AI implementation department is being formed in the Digital Development Ministry.
