Business costs from mandatory requirements will be considered in a fair way. The government, in Resolution No. 1406 of October 26, changes the rules for managing the register of mandatory requirements. The Ministry for Digital Development must finish the portal within six months. Now the register must specify not only the requirements themselves, but also the amount of business costs to meet them, the date of calculation and the categories of people affected. Links to lists of regulations must also be published. It will be possible to compare how much, according to the state, it costs to meet the requirement, and what it actually costs entrepreneurs. The main question is how close the officials' calculations will be to reality. After all, the cost of the same standard for a large company and a small business can be significantly different. If the published estimates are lower than the actual costs, businesses will have a basis to dispute them - with specific numbers rather than general complaints. And a systematic mismatch will show which requirements are operating inefficiently and creating excess load. Regulation must also come with a price tag. And now businesses will be able to check government calculations with actual expenses.
