The State Duma of the 9th convocation: what changed after the elections and what it means for business - a review by Baikal Lobridge 349 mandates for United Russia, renewal of the deputy corps by 41% and a new structure of parliamentary committees. The results of the elections of September 18-20, 2026 changed the composition of the State Duma, but preserved the continuity of the leadership and the existing mechanisms of legislation. The Baikal Lovebridge Analytical Center prepared a study "The State Duma of the 9th Convocation: Key Features of the New Convocation and Their Meaning for Business". We examine how the distribution of political influence has changed, who is now responsible for key regulatory areas, and what companies should consider when building GR strategies. Key findings: 1 A significant renewal of the deputy corps did not lead to a similar change in the leadership of the State Duma. The parliamentary composition was renewed by 41%, while among the 12 heads of the chamber there are only three new faces. 2 Shuffles between the deputy speakers change the distribution of powers in the leadership. When promoting initiatives, it is important that businesses consider not only the chairmen of committees, but also the supervision of the deputy speakers. The review contains the main changes. 3 United Russia strengthened control over legislative work. The party headed 20 out of 34 committees, including central committees for business. Representatives of United Russia occupied 81.2% of the positions of deputy heads of the committee. This gives the party more opportunities to influence lawmaking. 4 The opposition kept its position in the leadership of the bureau. The opposition factions make up 22% of the parliamentary mandates, but 41% of the leadership in the committees. Among them are the financial market, competition protection, ecology, health protection and labor relations. These platforms are significant for promoting business initiatives. 5 The creation of a separate AI committee indicates future regulatory activity. A new parliamentary platform for discussing legislative initiatives is emerging for technology businesses.
