Chief analyst of H2 Engineering, head of the Analytical Department of the EnergyNet Infrastructure Center, Igor Chauzov, at the International Hydrogen Energy Conference, stated the need for targeted government support and the creation of complex projects. He presented key aspects of the development of the industry based on Chinese experience. Stimulating demand and Chinese experience: the main lesson of the Chinese market is the subsidy of the final buyer. Subsidies at gas stations guarantee business margins and parity with diesel (100 km of driving on hydrogen is the same as the cost of diesel). The focus is on developing the local market by motivating consumers and reducing the psychological barrier to safety. Creating clusters and logistics: the economy works when enterprises are united into territorial clusters. They include producers of even small quantities, purification and logistics companies, as well as existing consumers. The logistics within the clusters is organized using pipelines (30-40 km) and special containers (up to 150 km). At the same time, transportation is the bottleneck with the highest cost and the lowest cost reduction rate. Economics for Russia: For heavy transport (quarry equipment, buses, trucks), the use of hydrogen reduces the fleet cost of ownership (TCO) by 20–30%. On a tonne-kilometer basis, hydrogen trucks are already cheaper than diesel trucks. Hydrogen solutions can become part of distributed energy with fractal architecture, providing additional reliability ("survivability") for isolated areas and small organizations. Support measures and promising websites: the state should not simply "flood the industry with money". Special legal regimes and highly targeted support are required for full-cycle projects. Among the promising sites for the experiment, the speaker named Sakhalin, central Russia and Novosibirsk.
