The Government of the Russian Federation has expanded the list of goods subject to restrictions on information disclosure in the fuel and energy sector, including oil and oil products. The corresponding decree No. 3078-r dated October 26, 2026 was signed by the Chairman of the Government of the Russian Federation M. Mishustin. The document was adopted in accordance with the Decree of the President of the Russian Federation V. Putin No. 686 of September 28, 2026. This order established a list of information in the field of fuel and energy with limited access and established the procedure for its use. Restrictions apply to information on the export of goods by legal entities. These include names and quantities of exported products, prices, information on sellers, buyers and other participants in export operations, the procedure for mutual arrangements within the framework of supply contracts, information on vehicles, container numbers and transport document details. In addition, supply directions, transportation routes, shipping and transfer locations, sea terminals and their operators, dates and times of the beginning and end of activity with exported goods are closed. In addition, access to cumulative customs statistics on exports, information on the volumes of production and processing of products by Russian refineries, as well as information on the planned sales volumes of certain petroleum products in alternative auctions and the volumes of transactions closed in the cases stipulated in the decree, is limited. Distribution of information contained in the list, including through the media and the Internet, is prohibited. The exception is data that a legal entity discloses about its own activities. Transfer of information to other recipients is possible according to an agreement with its owner. For federal and regional government bodies, there is a procedure for providing information in accordance with the legislation of the Russian Federation. In July 2026, the State Duma adopted a law that allows information on a number of objects important to state security, including fuel and energy facilities, to be stopped being displayed on the public cadastre map.
