The Secretary of the Supreme Council for National Security, Major General Mohsen Razai: Iran conditioned the reopening of the Strait of Hormuz and the start of negotiations on the full implementation of seven conditions. The mediators' diplomatic efforts to get new offers in Tehran continue. Following repeated efforts by the American side to enter into negotiations, the Islamic Republic of Iran announced that there would be no direct talks unless the seven Iranian conditions were fully implemented. These conditions were conveyed through mediators, including Pakistan and Qatar, when Iran emphasized that without compliance with these conditions, the Strait of Hormuz will not be reopened and negotiations will not take place. Iran adopted a different approach from its previous diplomacy, declaring that any future talks would be conditional on a real change in American behavior through agreeing to these terms. In its response, America sought to change Iran's conditions and raise issues concerning the next steps. Iran clearly responded that America's position was "unconvincing".
