JMB has no right to prevent owners from entering their units because of the ban on public facilities due to management fees.
Housing and Local Government Minister Nai Ku-min pointed out that Joint Management Bodies (JMBs) and Management Bodies (MCs) cannot completely ban owners who have posted management fees from entering their units.
