The Ministry of Digital Development is considering limiting foreign Internet traffic to Russians through filtering using technical measures to prevent threats. The proposal could be included in the communication reform bill and affect not only the access to foreign websites, but also the daily operation of the smartphones. The main obstacle is that it is impossible to reliably divide network flows into "Russian" and "foreign" based on the place of origin of the useful service. A significant part of the local digital infrastructure communicates with external platforms. At the same time, about a third of the international traffic comes from Android and iOS updates, app stores and related services, and not from viewing foreign resources. If the volume of traffic is limited without precise separation, the consequences may be manifested in delays in updates, program downloads and the activation of recognized services.
