The Russian government expects to collect an additional 3.6 trillion rubles in 2027-2029 thanks to changes in the laws. For the Ministry of Finance, this is an increase in revenues; For payers, these are new requirements for the money they earned or received from property. After the increase, the country still lacks almost 16 trillion rubles for planned spending. The draft federal budget promises revenues of 43.3 trillion rubles in 2027, which is 5.1% higher than the estimate for 2026. Over the three-year period, the Treasury intends to receive 137.75 trillion, with 115.39 trillion coming from non-oil and gas revenues. Some of them will reach 83.8%, but behind it there are new payments. VAT, excise and duties alone will generate 23.03 trillion rubles in 2027 — 63.4% of all non-oil and gas revenues. The burden is well embedded in the cost of purchases and the business cycle. At the same time, the oil share in the budget is really losing ground. The Ministry of Finance predicts a decrease in revenues from oil and gas from 7.58 trillion rubles in 2026 to 7.00 trillion in 2027. The loss is expected to be compensated by raising internal taxes. It turns out that the reduction of the treasury's dependence on raw materials is carried out by the economy, where factories sell goods, employers accumulate income, and citizens spend what they earn. A nice percentage of the income structure becomes an absolutely essential account. The government wants to receive almost 1.4 trillion rubles over three years by extending the progressive personal income tax at rates of 13-22% to the passive income of citizens. The five-step salary scale is valid from 2025. The proposed change previously concerned income from investments and assets that were transferred separately. The state consolidates the sources of income into a broader tax base. Separate interest and dividends will no longer be used as a previous way of keeping some of the income away from the general progress. Another 600 billion rubles are expected from mining and metallurgical companies. The project presented by the government establishes a tax of 20-30% on the increase in ruble prices in the world for several minerals in relation to the base year of 2025.
