The members of the Salmi Council passed Article 22 of the program known as "infiltration". According to this plan, interviews of Iranian citizens with media outlets declared by the Ministry of Information as "hostile", or "participation in interviews" of these media outlets "are prohibited from now on and include imprisonment of 6 months to 2 years".

According to the ISNA news agency, members of the Salami Council discussed Article 22 of this plan in a "virtual" public meeting on Tuesday, October 14, during the review of the National Security and Foreign Policy Committee's report on the "Combating Foreign Infiltration" plan, and finally approved it.

In section 22 of this plan, referring to the fact that this action "requires one or more of the penalties in the sixth degree according to section 19 of the Salami Penal Code", it is stated that Iranian government officials are "exempt from the provisions of this section".
