The "Center for Human Rights in Iran" says that the plan to "combat alien infiltration" by expanding the powers of the intelligence agencies, targets a wide range of Iranians' communications with the world and can turn ordinary activities into security crimes.

The "Center for Human Rights in Iran" CHRI announced on September 10, 2026, that the "alien infiltration program" by granting extraordinary powers to intelligence agencies to monitor citizens, will significantly increase the growing internal repression in the Salami Republic and will have a profound effect on weakening the ability of Iranians to work, learn with the world and communicate.

In this context, Bahar Kandahari, director of the support and monitoring department of the "Center for Human Rights in Iran", stated, "According to this bill, normal academic, professional and civil interactions will be a security crime." Simply put, this law will criminalize the Iranian people's communication with the outside world and further isolate the people. He emphasized: "The vague and broad language of this bill, which gives security institutions with a long history of violently suppressing opposition, broad powers to monitor people's activities and determine what is allowed, creates the ground for arbitrary actions."
