It seems that the Russians will be able to replace the viewing of current acquaintances with their payments. Russia's Ministry of Construction wants to attract investment in urban infrastructure by introducing a payment to rates. The department assured that the increase would be "small", and the profits would go exclusively to update worn out networks. The preparation of the initiative was announced by the Deputy Director of the Department of Housing and Development of Utilities of the Ministry of Construction Fedor Kozlov at a round table in the Federation Council. The government plans to submit the document to the government by December. The increase is planned to impose tariffs on heat, water supply and sanitation. The participants in the discussion said that the money that resource providers receive in normal customs is only enough to maintain the system, and apparently there is no funding for a complete replacement of pipes. At the same time, since the beginning of the heating period, the Ministry of Construction recorded 744 accidents in housing facilities and community services, which is 13.4% less than last year. The Ministry of Construction also proposes to transfer the right to determine an index of tariff increase for the population at the regional level. According to Kozlov, this will help the regions to solve the issue that takes into account the economy and social needs of a certain area. Subjects will also be allowed to include all real costs in tariffs without underground. The governors will be able to apply to the government for the approval of enhanced indictments for individual local authorities. We remind you that the government previously set a maximum annual growth of service tariffs at 11.8%. At the same time, in some areas, an increase of 20%. We do not rule out that this increase may force some citizens to choose between, for example, purchasing medicine and paying for heating, and lead to an increase in payments that are not. And if you completely release the tariffs in "free flight", the situation will worsen even more.
