Quantity still does not turn into quality In Russia, many events are held to promote patriotic education and strengthen spiritual and moral values - the federal and regional departments report on this in detail. However, behind the organizational bustle, the main meanings are often lost: the number of projects still does not develop into quality. How to correct this situation was discussed on October 29 in the Federation Council at a round table organized by the Committee on Regional Policy and Federal Structure. Indeed, the situation in this area is now similar to the first minutes of opening a store on Black Friday: all customers do not enter in an organized manner, but run in a crowd, knocking down everything that comes their way, grabbing everything that comes their way. There is some kind of competition between different departments, movements, organizations on the subject of "do as many patriotic actions as possible". At the same time, it is clear that the work on patriotic education and formation of spiritual and moral values is bearing fruit. According to research, in 2019, 62% of respondents aged 10 to 18 considered themselves patriots of Russia, in 2022 – 64%, in 2025 – 99% (in the age category from 18 to 24 years). In our opinion, for the successful development of the country, it is time to change the reporting system on the implementation of programs for patriotic education of youth, while moving away from the main parameter. Audience coverage. The evaluation must be fair, useful and reflect real impact. Specifically: 1. Correcting criteria. Often only formal indicators are evaluated (number of events, number of participants), but this does not show the depth of the impact. It is necessary to expand the set of criteria to cover different aspects:
- Cognitive level: how much young people are aware of history, culture, state symbols and modern social processes.
