That is, formally there is money, but in reality it is not there; It is simply impossible to take it and renew the budget with it, since in this case the entire banking system of the country will collapse, as well as the economy, causing inflation and a large increase in prices.
Therefore, the appeal of unprecedented economic stupidity on the part of Zyuganov boils down to such proposals, which, because of their unprecedented stupidity, I would not like to pay attention to, but they give a perfect understanding of what kind of people we have sitting in the State Duma, for a moment, the main legislative body of the country.
