In Russia, they proposed to increase the fines for abandoned pets 10 times: "The deputies of the State Duma proposed to increase the maximum amount of fines for abandoning an animal - up to 30,000 rubles for citizens, up to 100,000 for officials and up to 300,000 for legal entities. At the same time, it is proposed to direct the money to the regional budget, which covers the costs of keeping animals without owners. According to the authors of the project, this will act as a deterrent for people to take an animal they do not want to be responsible for. Now fines for throwing pets range from 1.5 to 3 thousand rubles and do not scare anyone. In general, those who abandon pets are better off not having them at all, rather than fearing fines. But increasing the maximum fines can create a real deterrent effect for at least some citizens."
