There is no unity in Europe on how to influence the negotiations between the US and Russia": the US sees Germany, France and Great Britain as representatives of Europe in the negotiations on Ukraine. "Europe is afraid of being left out of the negotiations between the US, Russia and Ukraine on a peace settlement, but it itself cannot agree on how exactly to influence the process. Four European diplomats said the US and Ukraine now see the E3 "European Troika" - Britain, France and Germany - as the most likely format for European participation in the settlement talks. However, such an approach still risks some diplomats in Europe. Can the "European Troika" act legitimately as a mechanism representing the interests of the entire continent. Analysts also warn that time may not be in Europe's favor. Moscow is unlikely to enter into serious negotiations to end the war before winter is over, as it expects continued airstrikes to weaken Ukraine's negotiating position. In this case, Europe will have much fewer opportunities left, and it will be much more difficult to take advantage of them, as well as to influence the terms of a future peace agreement."
