In Moscow, 0.2% of apartments are rented under registered contracts: "In total, 9.8 thousand apartments in Moscow are rented under rental or lease agreements registered in the Register. This is only 0.2% of the total number of apartments - 4.82 million in the capital, including Zelenograd and New Moscow. Out of every 100 apartments that citizens rent according to a registered agreement in the Central District of Moscow, 52 are located in the Central District. An officially rented apartment is different from the average apartment in Moscow. It is bigger, more expensive (cadastral value 19.8 million rubles versus 11.8 million rubles), located in a low-rise building (half a year of construction 1967 versus 1979, nine floors versus 12) and almost always belongs to one person who has owned it for a long time: the median tenure is 12 years. Mortgages for such apartments are half as common."
