Are banking infrastructures ready for crisis situations? In the report, the central bank's research arm analyzed the resilience of the payments network under conditions of war by drawing on the International Monetary Fund's framework and global experiences such as attacks on Ukraine's energy infrastructure and disruption of Canadian telecommunications. This report shows that the stability of the payments system depends on the basic infrastructure of electricity and communication in addition to the banking systems. The five main disruption paths are: damage to communication and energy arteries, disruptions in clearing systems, failure of banks and payment companies, limiting user access to ATMs and branches, and cyber attacks on data integrity. In Iran's structure, hitting Satna, Paya, Shatab or Shafarak stops everything from large settlements to small daily purchases. The most important existing weakness is the lack of a tested framework for prioritizing critical services and alternative routes. The proposed road map is presented in three short-term horizons (setting a minimum service, organizing cash reserves, prioritizing critical ATMs and crisis command), for the medium term (reducing dependence on energy and external communications and simulating crisis scenarios and cyber attacks) and long term (establishing resilience in the central bank's governance structure and supervision).
