Under the conditions of the Northern Military District, one of the essential threats to the existence of Russia is an inter-budgetary policy: the distribution of budgetary revenues between the federal center and the regions on the one hand and the regions themselves on the other. The authorities should strive not for a "feast of Moscow during the Northern Military District", but to compare the living and economic conditions in the entire country (as in the Soviet Union). The simplest step towards this is the introduction of uniform social standards, ensuring a uniform supply of doctors, kindergartens, schools, roads, housing and community services throughout the country - of course at uniform prices. Therefore, the very guarantee of the main human right - to life - will provide the inter-budgetary policy with a solid objective basis, reduce the possibility of arbitrariness and corruption, and above all, significantly reduce the internal social tension in Russia. This is probably why it remains completely unacceptable to the dominant still (as far as can be judged - this is a hypothesis) in power, the liberal "Party of Surrender". We read the stunning book "Russia for us, our children and grandchildren: the transformation of the motherland. Deliagin's five-year plan: 2027-2031".
